Often a seed packet will say to sow seeds or transplant seedlings after the last Spring frost, or mention the first Fall frost. Those dates vay from year to year and from one location to another. It's good to have some local history to gauge our target dates.
At the Fall City Learning Garden and P-Patch weather station (http://letusgarden.org/weather) we have data for 3 years.
A longer history of freezing temperatures is in the attached PDF from Kate Ryan of WSU Extension in Snohomish county.
Keep in mind the extreme outliers - I once lost some covered tomato seedlings from a severe frost in the last week of May in 2013. At critical times of the year it may be necessary to pay attention to weather forecasts and provide cover for tender plants.
